About the Black Culture Conversation Steering Group

The Black Culture Conversation Steering Group was set up by Southwark Council in 2023 to explore how Southwark can best support and celebrate Black culture in the borough. This originates from the 2020-21 Borough Plan commitment to:

Celebrate and promote the rich diversity of the borough, and support Black and ethnic global majority artists to create and showcase new work, including drawing up plans with the community for a Black cultural centre.

The group is comprised of community representatives, supported by relevant council officers with expertise and experience in inclusive practice and the arts and culture sector. The group requested that the principal consultation question was reframed as an exploration of how Southwark could best support and celebrate Black culture more broadly. It was agreed that the consultation would explore how Southwark Council can best support and celebrate Black culture, focusing on three key areas:

  • Premises and infrastructure
  • Skills and networking
  • Advocacy and visibility campaigns

About this role

The Steering Group's members include local and stakeholder representatives who ensure regular feedback to the wider community. As a steering group member, you will be an be excellent communicator, relationship-builder and leader who can work effectively within others. We are looking to recruit new members with skills and experience in one or more of the following areas, ideally gathered in the creative industries or cultural sector:

  • Championing Black and ethnic global majority communities
  • Capital investment, fundraising, or accounting
  • Community asset development, including, for example, Assets of Community Value (ACVs) or the Community Right to Bid framework

Fee / Daily rate: £250 daily rate pro rata; freelance contract; those undertaking this role are responsible for paying their own NI and tax.

Job Requirements

Minimum of one meeting per month, over a 12-18-month period, plus preparation (for example reading minutes and project updates, feeding back into documentation) and undertaking follow-up actions.

Fee / Daily rate: £250 daily rate pro rata; freelance contract; those undertaking this role are responsible for paying their own NI and tax.

To undertake additional tasks when required, and to utilise skills, experience and contacts to support the Black Culture Conversation Steering Group and Southwark Council to achieve their aims.

If SG members are repeatedly unable to attend meetings, we reserve the right to dismiss members.

Job Responsibilities

Duties to include:

  • To work collaboratively with steering group members and council officers to guide the direction of the Black Culture conversation, ensuring all relevant voices are heard
  • To shape and deliver the arts and culture-related themes from the Black Culture Conversation Report's recommended outcomes, contributing to project development and activity delivery
  • To oversee budget allocation and expenditure
  • To support the recruitment of additional Steering Group members and the commissioning of organisations or individuals as required
  • To oversee commissioned activity, providing guidance and direction to ensure outputs and outcomes are achieved within agreed timescales and budgets
  • To assess and mitigate challenges and risks, scrutinising the use of council funds to ensure maximum impact and value
  • To agree to any changes to project milestones or outputs in consultation with Southwark Culture Team officers
  • To take on the role of either Lead Moderator or Note-Taker
