The successful evaluator will play a key role in embedding action research, learning, reflection, and co-produced evaluation methodologies across the programme. The evaluation contract will commence in October 2026 and conclude with final reporting in May 2029 (2.6 years). Our approach to evaluation As a new programme we expect many aspects of our approach to evolve over time. Evaluation will therefore play an active role in shaping delivery rather than simply measuring it. We want evaluation to help us understand who is engaging, who is not, what barriers remain, what approaches are effective, and how participation develops over time. We are particularly interested in understanding how people move from initial engagement into deeper involvement, decision making, and leadership. We are committed to developing a participatory approach to evaluation. The successful evaluator will work alongside the programme team and consortium, residents, participants, and partners to create an evaluation framework that is rigorous, accessible, and useful. We are interested in evaluation approaches that generate evidence, but also build understanding, strengthen our programme, and contribute to community ownership.
