Description
The Diocese seeks to appoint an experienced freelance Evaluation Consultant to manage the development phase evaluation of an ambitious c£4m National Lottery Heritage Fund funded re-development project at a Grade II* listed closed church in a central London Conservation Area. The Evaluation Consultant will also be appointed to manage the evaluation of the Delivery Phase of the project, formal appointment of this phase is subject to further funding and there will be a break clause on completion of the development phase evaluation.
Please note this role is remote but will require occasional site visits in central London.
Evaluation Consultant Brief
The LDF is now seeking a consultant to evaluate the development phase of the project. This phase of the contract runs from December 2024 - August 2025.
General duties include:
- Providing monthly progress reports
- Attending monthly project team meetings
- Ensuring a photographic record of the capital works and heritage engagement activities is kept
- Providing short updates on progress each month, and to contribute to quarterly National Lottery Heritage Fund progress reports throughout the Project.
- Preparing a final evaluation report of the Project, working with the Project Manager and LDF in accordance with National Lottery Heritage Fund guidelines. The evaluation should answer the following questions: What went well? What went less well? What lessons have been learned for future projects, other heritage sites and gardens, and the National Lottery Heritage Fund?
Budget
This is a part-time consultant role with variable hours offered on fixed-term contract with a contract fee budget of £5,000 for the Development Phase and £15,000 for the Delivery Phase. Appointment for the Delivery Phase is funding dependent. Applicants are invited to complete the ITT form with their resourcing proposal (day rate and number of days).
Development Phase (RIBA 2/3/4A)
- Collating baseline data from secondary sources and the development phase when a range of activities will occur as part of the consultation
- Developing a robust evaluation framework to accompany the Round 2 application, working closely with the Interpretation and Activity Planners
- Working with the Interpretation and Activity Planners to undertake front-end evaluation to test interpretation themes and approaches to display
- Evaluate interest in potential activities, success of pilot activities and consultation
- Liaising with the Project Manager, to coordinate consultation across the project e.g. on the Conservation Management Plan and 'value' of the heritage assets
- Contributing relevant information regarding evaluation into the Round 2A Application
- Undertaking a comprehensive evaluation of the Development Phase drawing on Progress Reports and primary research collected through interviews with: client, professional team, Project Board, stakeholders
Delivery Phase (RIBA 4B)
- Work with the Interpretation Planner to test key interpretative elements of the scheme
- Provide support for the interpretation planner and heritage engagement producer with the formative testing of interpretation during RIBA 4B and development of heritage engagement activities and projects.
- Developing, piloting, and refining evaluation tools that an engagement producer and volunteers can use to evaluate activities and the volunteering experience to surface learnings that will support the development of future activities
- Evaluating the heritage skills strand of the Activity Plan including any apprenticeships, internships and work experience opportunities
- Evaluating projects delivered in collaboration with partner organisations
- Working with the Engagement Producer to collate baseline data during the delivery phase once the restoration works are complete
- Setting up a framework to evaluate digital engagement
