An Evaluation Consultant is required to produce the project Evaluation.

Job Description

Leicester Museums and Galleries has been successful in securing a Development Phase grant from The National Lottery Heritage Fund towards a £6m project, 'Voices of Leicester: a global city'. The Development phase will run from March 2025 - end August 2026. The Delivery Phase will start in April 2026 and complete in June 2030.

The Voices of Leicester project will transform the visitor offer at Leicester's flagship free-entry Museum and Art Gallery (LMAG) by creating inspiring, diverse and interactive exhibitions that are relevant, engaging, and reflect the city's people.

LMAG is seeking the services of an experienced Evaluation Consultant to produce an evaluation framework and plan with all supporting tools and training for the delivery phase of the project. And to undertake the evaluation of the Development and Delivery Phase.

Job Requirements

  • Experience of setting up and undertaking end-of-project evaluation or impact assessments, preferably for similar heritage & community engagement programmes. This should include preparing evaluation plans and logic models and knowledge of data sources, collection and analysis.
  • Experience of delivering Heritage Fund compliant evaluation plans and reports.
  • Experience advising and supporting project staff to effectively manage and collect data and self-evaluation where appropriate. Including evaluation of projects involving children and young people.
  • Experience working with variety of stakeholders, community groups and third-sector organisations.
  • Experience in engaging with local people and community representatives, and schools.
  • Good communication skills, including the ability to engage with a wide range of stakeholders and the ability to write in succinct plain English.
  • Proven track record in meeting deadlines and gaining sign off from the client.

Job Responsibilities

Development Phase:

  • Work with the project team to ensure a comprehensive baseline data set.
  • Work with project consultants to ensure an appropriate evaluation framework.
  • Evaluate the development phase and take lessons learned into the delivery phase.
  • Contribute to the mid-term review for The National Lottery Heritage Fund.
  • Prepare the section on evaluation in the Delivery Phase application form.
  • Mentor the in-house team in collecting data to feed into progress reports.
  • Advise on evaluation of the interpretation scheme.
  • Produce an Evaluation Framework for the project.

Delivery phase

  • Develop a Toolkit for evaluation of new activities.
  • Undertake interviews with key partners/audiences to gather qualitative data on impact of activities and new offer.
  • Liaise with project consultants to gather data on design and interpretation evaluation and progress in meeting business targets.
  • Provide regular progress reports.
  • Prepare an Evaluation Report covering all aspects of the project.
