Job Summary

The Cultural Spring is inviting a freelance evaluator or organisation to apply for the role of External Evaluator for The Cultural Spring Creative People and Places Programme 2026–2029. The Contract will commence in July 2026 and run up to the 31st March 2029.

Job Description

To support us to answer the three research questions set by Arts Council England for Creative People and Places projects:

1. Are more people from places of least engagement experiencing and inspired by creativity and culture and what are the most effective ways to achieve this?

2. What approaches enable us to deliver on our aspiration for excellence, both in the process of community engagement and the creative and cultural experiences on offer?

3. What else are we learning that facilitates better public engagement in creativity and culture?

As we move into this phase, we want to refresh our Theory of Change to ensure it reflects our work, captures our learning and aligns with our 2026-2029 programme.

We require a robust framework for measuring impact, with a focus on legacy, to evidence how community participation, volunteering, leadership and cultural infrastructure can continue beyond our funded activity.

Job Requirements

Contract value is £20,000 between 2026-March 2029. We expect this to equate to 1-2 days per month (7.5-15 hours) depending on evaluators daily rate.

We are looking for an experienced evaluator with a strong understanding of arts and community engagement.

The right candidate will have a good understanding of Theory of Change frameworks and be confident working in partnership with a range of people, organisations and community
stakeholders and who understands how to gather meaningful insight in a way that feels respectful, practical, engaging and useful for those involved.

The candidate should be able to develop a good knowledge of our environmental policies and support us in conducting data collection, analysis, and interpretation to assess the outcomes
and impact in this area.

We have a dedicated Impact Co-ordinator who collects and manages the data produced through our programme. They will work with the appointed evaluator on accessing and
collating data for the reporting.
