To support us to answer the three research questions set by Arts Council England for Creative People and Places projects: 1. Are more people from places of least engagement experiencing and inspired by creativity and culture and what are the most effective ways to achieve this? 2. What approaches enable us to deliver on our aspiration for excellence, both in the process of community engagement and the creative and cultural experiences on offer? 3. What else are we learning that facilitates better public engagement in creativity and culture? As we move into this phase, we want to refresh our Theory of Change to ensure it reflects our work, captures our learning and aligns with our 2026-2029 programme. We require a robust framework for measuring impact, with a focus on legacy, to evidence how community participation, volunteering, leadership and cultural infrastructure can continue beyond our funded activity. Contract value is £20,000 between 2026-March 2029. We expect this to equate to 1-2 days per month (7.5-15 hours) depending on evaluators daily rate.
