We’re recruiting a Programme Manager to lead Spark! Young Cultural Changemakers—an ambitious two-year Arts Council England programme empowering young people to influence cultural decision-making across Chelmsford

Job Description

This is a unique and exciting opportunity to shape how young people influence cultural decision-making across the Chelmsford borough. As the Programme Manager for Spark! you will lead on management and delivery of 'Young Cultural Changemakers' - a two year Arts Council England Place Partnership programme, co-designed with young people to change the way the cultural decision making happens in Chelmsford, completing in March 2027.

This is a complex programme with a broad range of high level deliverables and stakeholders, including overseeing co-design and co-production of several important cultural events across Chelmsford, attending exhibitions, festivals and celebrations and being responsible for key policies and procedures to support best practice. Alongside overseeing the safeguarding, recruitment and stewardship of up to 30 young people, the role will support the provision of weekly creative workshops, commission on-going training and deliver an Arts Award programme with Spark!. You will have strong programme management skills and a well evidenced background working with young people to champion their voices and developing civic leadership roles.

Job Requirements

Team working & support in the role:

  • Working closely with the Fundraising & Communications Manager, who will support resource for Ignite marketing, media, website and membership development elements
  • Linking with the wider team and other Culture Chelmsford networks to join up our approach between Ignite, Cultural Connectors and Spark! Young Cultural Changemakers programmes, identifying opportunities for creative professionals
  • Working with the wider team to find new collaborations and ways of working to continue to improve Ignite infrastructure, long-term sustainability, delivery and relevance to the creative sector
  • Opportunity to be part of local and regional conversations and strategies for the creative sector, for example being part of Made in Essex , sector support and devolution discussions

Job Responsibilities

  • Monthly Ignite e-newsletter - showcasing local creatives & creative opportunities
  • Monthly Ignite online Hub - 1.5hr online meeting bringing creatives together to share ideas and find collaboration opportunities
  • Monthly Ignite in person Social - 2nd Thursday of the month, 7-9pm, in-person social, providing inspiring talks from local and national creatives and networking opportunities
  • Monthly Ignite Partner meeting - 2hr evening meeting, bringing together https://ignitechelmsford.org.uk/meet-the-partners/ - Ignite Partners (i.e. steering group) to plan and review Ignite business with Culture Chelmsford
  • Updating Ignite Member Directory - updating the Ignite https://ignitechelmsford.org.uk/directory/ - Member Directory when new members sign up
  • Culture Chelmsford communities - working Culture Chelmsford team to align and cross promote work of Ignite with the wider Chelmsford Community groups Spark! and Cultural Connectors.
