Project Management & Cost Consultancy Services, Hartlepool Borough Council

Hartlepool Borough Council is seeking experienced Project Management and Cost Consultancy services for the Tides of Change project. Tides of Change is made possible with The National Lottery Heritage Fund. Thanks to National Lottery players, we have been able to secure Development funding to redevelop the Museum of Hartlepool and re-open the PS Wingfield Castle to aims to preserve and transform these important heritage assets into accessible, sustainable, and community-focused spaces.

The appointed company or team will lead on managing the project through to end of RIBA 3 and assist the bid coordinator in managing the project's Development Phase (RIBA 3) through to the Round 2 delivery application, ensuring that the Museum of Hartlepool and the PS Wingfield Castle become integral parts of the town's cultural heritage and regeneration plans.

Key Project Scope:

• Project management and coordination with HBC's design and contractor teams.
• Cost planning and quantity surveying services to manage the project budget and provide cost certainty including value engineering
• Preparation of reports, risk management, tender preparation, and contractor selection.
• Collaboration with stakeholders, including National Museum Royal Navy Hartlepool and external funders.
• Support in the preparation of statutory approvals and planning applications.

Project Milestones:

• Development Phase: January 2025 - November 2025
• Round 2 Submission Deadline: November 2025
• Delivery Phase: March 2026 - March 2029
