Job Summary

Newham Council is looking for an experienced consultant or consultancy team to explore sustainability of the Newham Heritage Month festival beyond the current period of funding from the National Lottery Heritage Fund.

Job Description

  1. The appointed contractor will be required to work with the NHM, Newham Heritage Centre and Arts, Heritage & Events teams, to deliver a NHM Sustainability Plan to be finalised by January 2026. The Sustainability Plan will provide recommendations on how NHM can be delivered beyond the current period of National Lottery Heritage Fund funding, exploring the existing operation model, as well as for the potential of a new one, new funding options and how it can operate in connection with Newham Heritage Centre.
  2. The appointed contractor will undertake research and engagement and deliver a plan with recommendations for how NHM can continue to be delivered in the future. The preparation of the Sustainability Plan will include, as a minimum, the following:
  • Assess evaluation reports of previous editions of NHM to understand how the programme has been delivered, its successes and opportunities for growth.

  • Assess previous NHM budgets to cost out activities and resources used in its delivery.

  • Speak with individuals who have been involved in its development and delivery to better understand it.

  • Review whether the management and operation of NHM should stay within the Arts, Heritage & Events team, or if there is another team or organisation that might be better placed to oversee future operations.

  • Assess plans for Newham Heritage Centre around programming and engagement. Also develop an understanding of staff structure and budget.

  • Identify activities that could be continued from current NHM programming within Newham Heritage Centre, including a number of potential models.

  • Identify potential funding opportunities for the programme moving forward.

  • Produce a highly practical report that explains different potential future models for NHM, with recommendations for pathways for them to be achieved with a clear timeline.

Job Requirements

The appointed contractor will have:

  • A strong and demonstrable track record of producing sustainability reports in the heritage sector.
  • An understanding of the opportunities and challenges in Newham (or a similar borough) and in east London more broadly.
  • A strong understanding of funding opportunities within heritage, cultural and public sectors.
  • Experience and knowledge of heritage programmes.
  • A strong and demonstrable track record of successful consultation work.
  • Excellent problem-solving skills.
  • Ability to multi-task and meet deadlines.
